On SWR trucks that was the case for the most part until the 2013 Rams arrived! Frame is now bigger in the 35 series, along with the front end suspension and available axle ratios and transmission's which in turn lets them turn the HP/ TQ higher. Finally a real difference between the two.
OP GCWR is IMO the rating the manufacture warranty their vehicle to and to some extent bragging rights for advertising. Both GVWR and GCWR have no testing standards like ASE J2807 so the manufacturer can just about claim anything they want.

I've never heard of anyone getting a ticket regarding GCWR or GVWR. Axle or tire rating are what most states go by.
Having said that I stay within the rating set forth by the manufacture and it's a pleasure to drive.
