We're in the two EZ Pass group. Ours is from NYS, and while down state areas do have the axle counters, in Western NYS they don't so you need one for solo and one for towing. Going through towing without the correct pass could result in some fines.
Oh, a note about Commercial Passes, not sure in PA, but in NY they are for Commercial Trucks (mainly semi's)
