I've got a Pa. EZ-pass, and I'm from Ma. You do not need commercial plates to tow. As stated, you're charged per axle.
On a side note: Years ago, Pa. was $3.00 per pass per year, Ma. was $25 per pass and when the battery died you paid another $25 for another. Last I knew Ma. did away with the $25 charge. But I really haven't kept up with changes.
