Yes, the northwest cities are full of people who take personal responsibility for the environment by biking to work. And yes, they do own the roads just as much as people in cars do. Lord knows they pay enough in property taxes.

I would take weather into account. Are Dallas and OH horrible in July? The PNW is usually gorgeous then.
Wow, cranky much? Of course they pay (more) than enough in property/business/sales taxes. Look who runs the government.
The people do. Citizens have a much stronger voice in the PNW than in most states. And they keep voting to raise their own taxes, because they like the services. They like having the beautiful coastline, and the numerous huge and small parks, and the art and culture -- all the stuff that bring hordes of rvers to visit every year!
