We can have our Rv "parked" in the driveway for 72 Hours for the purpose of loading or unloading. Living in them is not permitted. We also have a 6PM to 6AM no parking in the street ordinance and well as a no parking if there is 2 inches of snow on the street.
The local PD does have regular zone patrols and a Rv parked in the street will get their attention.
If one wants to stealth camp in a residential or commercial neighborhood. I say go for it and take your chances. You may wind up with accommodations you did not plan for.
I am hesitate to ask were you would dump your gray and black tanks.
