Portable Surge Guard

I circle a heavy chain around the surge guard cord, then around the pedestal and lock it with one of the padlocks where the hasp is hard to get to. Can't think of the name of it right this minute. Anyway, I figure if someone wants it they'll find a way to get it, but they are going to have to work for it and probably make a racket while doing so.
