Heat is caused by current thru resistance. Bad connections cause resistance. Bad connection could be loose wire(s), loose contacts in the outlet, worn or burned contacts, etc. Every time someone plugs into or unplugs from an outlet without turning the breaker off first causes an arc of electric current. And every time there is an arc it burns the contacts a little. And every time someone plugs into or unplugs from an outlet it wears on the outlet and plug contacts. And how many times is a park outlet plugged and unplugged a year? If an outlet does not feel tight when you plug in you should ask maintenance to check it. A good plug in a good outlet may get warm, but it should not get hot if breaker and wiring are sized right and the wire connections are tight.
