You might want to check on that. I don't think it is true. I know for sure I had better not try a perfectly legal Montana double tow in Washington State! It is a safe bet I would not get very far past the Spokane weigh station on I90 before I was stopped!
I would not want to try it in Oregon, either!
X2. That statement is not correct. Reciprocity does not apply to towing doubles.
