pulling jon boat in campground

I just tie the front handle to receiver and went 6 mph. got stopped by ranger and was told it had to be connected via a ball. No real easy way to put one on the jon boat. Any suggestions.
I did see 3 people pulling there plastic dump units tied to hitch, maybe they need a ball also

I had the wheels on the stern of my inflatable. just wheeled it like a wheelbarrow to the ramp. one of the wheel, auto load roof carrier, firms sold a ball type of arrangement for the bow, was pointed however. I would think you could slap something together to do something similar.
