Does your Cougar have a pinbox with an airbag, like a 5th Airborne or Trail Air?
I have some trouble with my Pullrite Super 5th because the air bag lets the plate "roll" when hooking up, and the tolerance for the pin is so tight on a Pullrite, that it doesn't latch.
I have found that if you hook up with the pin higher than normal (not riding up the plate) it works better.
