It's designed not to lock the brakes at slow speed. You'd never be able to go through an RV park if it did. Set the brakes at 25mph. The brake controller is speed sensitive.
It was also push you through an intersection if you are not careful. RAM is supposedly working to correct the issues they introduced starting with the 2015 models. 2014s worked much better.
I have no complaints with the ITBC on my 2016, and I certainly haven't been pushed through any intersections.
