The question is: at what voltage are they getting satisfactory braking? ~8v is typically the maximum voltage being reported for the 2015-2016 Ram IBC. It's very possible some only need ~8v to brake their trailer satisfactorily.
Those reporting unsatisfactory braking with their 2015-2016 Ram IBC are probably in the unfortunate situation of needing 9-12v to brake satisfactorily.
