There could be a pin or bolt that connects them together that is either missing or sheared. If a tandem system like that is not blocked correctly so that the stabilizer pads hit at the same time then it will put undue stress on the components.
I'm guessing this is not a new trailer but a new problem. If it is a new trailer and the stabilizers are not ganged then you might have a separate switch somewhere else. Time to get on your back and check it out. Not a fan of ganged stabilizers. My son had them on a TT and they were a pain.
