Not all hydraulic fluids are hydroscopic. True petroleum based oils are not. Even transmission fluid is not hydroscopic. The water comes from head space in the reservoir and temperature changes which causes condensation to form on cooler surfaces. If you get a cap for your reservoir that prevents moisture from entering, you won't have a water problem.
