He decided it was because of the sun and that everything looked OK. I only just purchased this brand new Fuzion 325. The smell has been coming back and I feel headachy. I smelled it inside yesterday again, and today I smell it outside as well. It's pretty cold out, but the sun is warming the gas tank which has less than 10 gallons in it.

Not normal, especially if its giving you a headache. Did you try loosening the gas cap? If there's pressure in the tank it might be forcing the fumes out. Not sure but I think the tanks are vented, unlike cars now. Check where the vent hose goes.
