It is not normal, but it is dangerous. If you haven't spilled any gasoline when fueling up, it can only be a leak or a venting issue. Most vent at the filler cap, but some have vent tubes with a check valve. Take the filler cap to an AutoZone or similar place and ask them to check the cap. If it is not a vent type, find the vent tube and check it.
I assume there are no gasoline spots on the driveway under the tank? Check the supports the tank is sitting on, and see if gasoline was spilled on them and soaked into any wood. Check filler neck high and low.
Have any other equipment in the toyhauler that has gasoline in it? ATV's, motorcycles, portable generators, etc. Vents from those in an enclosed space would cause the issue you describe.
