I don't use chains, they are not required in Texas. If they required them, it would be no big deal, just take another 15 seconds to hook up.
As far as raising the trailer to hook it up, again, it is no big deal to me. I already have to raise it so why is picking it up another 3-4" an issue?
You might want to check on that safety chain requirement. A few in the thread linked below were ticketed in Texas for not having chains on a gooseneck trailer.

Got to love the post in the link, no breakaway!!! He figures the truck bed will contain the trailer if it comes loose.
Maybe this a reason for a license to tow a trailer?
