If it was me, I would head to a CAT scale to get your rig weighed. Tongue weight should be at least 10 percent (ideally 10-15 percent) of the gross weight of the trailer. If you have insufficient tongue weight, anti-sway will help. However, it's just a band-aid fix and doesn't address the root problem.
