I disagree. According to the Texas Commercial Motor Vehicle Driver's Handbook you add them together. Here is what it says:
CLASS A: Any combination of vehicles with a gross combination
weight rating of 26,001 pounds or more,
provided the gross vehicle weight rating of the
vehicle or vehicles towed exceeds 10,000
pounds.
I agree, I read that same section..

my truck GVWR is 13,300, and my FW GVWR is 15,500
thats 28,800 which is > 26,001
AND the towed vehicle (FW) GVWR is 15,500 which is >10,000
