Lots of people run around with bad ball joints, shoddy brakes, bald tires, etc. You don't hear about deaths caused by these things either. Mostly because a lot of accidents, even involving deaths simply never make the news, or are on the 3rd page that no one reads.
Last summer on my way to work the freeway was backed up due to a rollover accident. As I came up on it, it was a Kia Soul towing a 16ft single axle travel trailer. No idea if it was setup correctly or not, but clearly it was over weight. The only thing on the news was that there was an accident backing up traffic. Nothing about the trailer, or if there were any injuries or death.
We don't know what we don't know. Just because we don't hear about it doesn't mean it doesn't happen.
If it's such a Sky is Falling bad thing, why isn't it a crime, or even a ticketable offense? Again, I'm not advocating for being overweight, I'm just saying its not the end of the world. I'd rather see someone driving sensibly at 1000 lbs overweight then the people I see pulling 30 plus feet fifth wheels, left lane, hammer down, balls to the wall, mommas keep your kids back.
