It's proportional. That's the purpose of the brake controller. Otherwise your trailer brakes would lock up every time you tapped the brakes.
The way I explained it to my son is that the trailer brake lights are wired to come on all or nothing when I press the brake pedal, but the brake controller varies the pressure applied to the trailer brake circuit based on how hard I stomp on it.
