It's well known that speed is an important factor when determining load capacity; the difference between an LT and an ST tire load rating wise likely most often comes down to that fact. That being true, my opinion is that the above described tire can adequately substitute for an ST LRE of equivalent size PROVIDED the owner/operator commits to the lower speed limit of 65mph.
And also provided they can get a tire shop to install them on existing rigs. Most such shops are mighty squeamish about putting on replacement tires with lower load numbers stamped on them than the OEM tires they're replacing.
