Cheap Chinese ST tires, and bend axles or spindles are the prime suspects. He needs to install some quality LT tires then go find a commercial trailer shop that can do axle alignments and have it gone through. OH and don't forget the crappy plastic bushing used on the spring eyes. Replace those with real bronze bushings while he is at it.
