Because they are designed for trailer service and they are inexpensive.
RV trailer owners are not denied the information needed to make smart choices about their trailer's tires.
It's the owners responsibility to read their owner's manuals and all the safety precautions. Trying to get 50,000 miles from tires that are not designed for high mileage is going to produce failure. Hauling an RV trailer 75 MPH on tires with speed ratings of 65 MPH is going to produce failure.
The percentage of RV trailer owners that never have issues with their OE tires far outweighs those with issues.
If RV trailer owners want to tow their trailers to the limitations of their tow vehicle they are most likely going to discover their trailer tires are different.
