Reputable, quality 5er's don't use underrated axles/rims/ tires! In fact many use triple 7k axles with 16" or 17.5" wheels/tires. Other lighter quality units often come with two 8K axles and 17.5" wheels/ tires.
Of course if you don't do your research...you could purchase exactly what you described.
