easy, they use the RV with out moving it for long periods, they allow the cone of yuck to build up under the potty. When they try to drain the tanks that cone of yuck clogs the outlet.
Stationary for short period or longer period should NOT matter.
Dump when tank is FULL and use enough water to properly flush toilet
It isn't rocket science although physics is involved....weight/volume, liquid /solids ratio
