Sorry, but I double tow most of the time, have checked many states and the 2 myths that are commonly posted about this topic are the 5th wheel first tow and the 2nd trailer restricted to a boat or ATV. I have found only 4 states out of 39 require the 1st be a 5er, one requires the 1st hitch be a pinned draw and only 3 have a restriction on the 2nd tow. Granted these laws change somewhat every year, but that is the info I found by going to the horses mouth in all the states I have double towed in. As a retired LEO, I know where to start the search in states I am interested in and NEVER use or even consult the online so called towing laws posted by dealers, selling something.
My recommendation is get on the phone or use email and start with 2 sources in each state, The top Law Enforcement in the state and the AGs office in each state. Once you have their answer, ask for it in writing and I have never been turned down on that request.
