I recently did brakes on my 5th wheel. The brakes were weak until I had put a couple hundred miles on the trailer then they were good as ever.
When braking in the new brakes be careful that you do not over heat them. Several high speed heavy braking for 5 seconds at a time with a cool down time between braking events.
This will wear off the high spots on the brake shoes.
