Rocking is the problem, not the solution. With trailer properly chocked and if you want to you can use the manual trailer brake on your brake controller, put the truck in reverse and ease back against the pin. While still in reverse set the parking brake on the truck. After that put the truck in park, get out and pull the handle. It should pull easily. If it does not you either have the trailer too high or a problem with your hitch that you need to get fixed. In my experience you can never have too much weight on the hitch that it will not allow you to pull the handle. In other words, if you do not put the trailer legs down at all (not recommended), and you do the above steps it should still be easy to pull the handle. However if you lift the trailer too high, it can cause binding. The explaination for this is the design of the pin. Look at the pin on the trailer. You have a narrow piece that comes down then a larger part on the bottom of the pin. Like a "T" only upside down. When your hitch is latched the bar or jaw goes around the narrow part. Between the larger part on the bottom and the bottom of the hitch plate. If you lift the trailer too high it will pinch your bar or jaws between the the two and make it hard or impossible to pull.
