I had this with my trailer. There is a certain amount of equalizing of weight between the axles of the trailer. That said, I had my axles flipped on my trailer (leafs moved on top of axle instead of under). There was a kit for this and I recall it only costing me a couple of hundred total. Yes, the trailer rides higher, but that's not all bad. You get better ground clearance and don't have to bend over as much to get to things that are low on the trailer. If you do this I would recommend getting steps to accommodate the new height (my last step is a doozy). Some trailers have some adjustment built in. Mine didn't.
