Georgia did that years ago. Turned into such a fiasco that they gave it up. Done right, it was a good thing. Kept a lot of "accidents waiting to happen" off the road, but it got abused by the operators and was abandoned quite a few years ago. Some counties still require "emmissions" testing, but not all.
