Normally, the LEO did not drive around looking for trailer without the appropriate sticker. If you got pulled over for any reason, the LEO might look things over and tag you for the sticker. They can also tag you for no front license plate, license plate frames that block part of the license plate, proper class of drivers license (class C is no good for over 26000# GCWR) and many more things.
The requirement for a trailer inspection has been on the books for many years and ignorance of the law is no excuse.

In Texas a class C is good for personal haulers as long as the TOW vehicle GVWR is less than 26,001GVW. Please please read the law.
