I think the best way to describe it is to say there are 2 110volt legs/circuits.

Neither.

USA standard household voltage is 240/120 volt service.

30 amp RV service will be at 120 volts. (NEMA TT-30 connector)

50 amp RV service is 240/120 service for standard center tapped single phase service. A few will have 208/120 service if they are connected to 3-phase supply. (NEMA 14-50 connector)

Generally RVs only utilize 120 volts even if 240 is available.

It is likely to be neither 110 or 120. Those are just round numbers. Common to see 113, 115, there about. Assuming proper wire size and good connections, it should not be more than 120 nor less than 110.

So it is correct to call it 110, 115, or 120. It is just a nominal figure.

IF he thinks it's 220V have him plug HIS rig into a 220V outlet....that will solve the confusion

30/20/15AMP Service

For nubies, the best description of RV 50Amp service is:

2 circuits, each 120volt; 50Amp. Combined in one service cable.

The 240VAC between L1 and L2 is important, though, since a power management system determines the presence of 50 amp service based on 240VAC being present between L1 and L2. If these legs are in phase, the power management system will see 0VAC between L1 and L2 and will default to 30 amp service.
