I don't think it is the tow capacity that will stop it. If you look at how far back those axles are you can imagine what the pin weight must be on that monster. I think that would be the limiting factor when it comes to towing that thing.
So they need a Truck that can handle massive pin weights. As far as the water requirement, that is what the customer wants and there are many rigs that have that " light requirement "
