What can I do?

Towing a 349RSB HitchHiker with a 2 inch lift with a 2011 4 wheel drive 3500 crew cab dual wheel truck. Truck has 9000 Rancho shocks at 9 setting, air bags, 60lbs in the rear tires, GVW of the truck loaded is 12,950lbs including 95 gal diesel tank in the bed. trailer is at 12,600 on the axles, dual 7000 axles with a 3000lbs pin weight using a 20K Reese hitch.

Problem is a constant bouncing of the truck on less than perfect roads to the point that it is like riding a horse that is not broken if that gives you any idea. Too rough to ride.

Have tried every pressure in the air bags, tried different settings on the shocks, and every setting with both the shocks and air bags without success. Can make it worse but cannot make it better. Have tried it with both snubbers on the overloads, removing the front snubbers, removing both and using the air bags only at different pressures along with the shocks. Also tried the TS3 air hitch, that only made it worse and sent it back.

The best ride I can get is with 15 lbs of pressure in the air bags and 9 on the shocks, fuel tank full and all the weight I can get on the pin.

If there anything else I can do???

On edit, truck only has 28k miles.
