While doing seismic bracing I was not allowed to use a flat washers and split washers at the same point.

In this case, while the stresses in a toy hauler are probably greater than an earthquake, the stresses are almost 100% orthogonal to those bolts. Even if two of the four bolts came loose, the other two are more than enough to keep the chock located.
