What size truck will I need to tow a 28,000 pound trailer?

That is a BIG trailer. And you only want to spend $15k to tow it? That is going to rule out any light duty truck (and I wouldn't want to pull it with a 3500/4500 regardless of their ratings). You are squarely in MDT or HDT truck territory. And likely something with 500k + miles.

I hope you find what you are looking for. I think you have some compromises in your future.
