I think the "steer axle" number is the total weight for the truck on a single scale. Which would be the weight with the trailer resting on the hitch. Now you just need to know how that is split up . :)
My guess would be about 4600 for the steer axle and the remainder ( 5360 ) on the drive axle. But with a DRW Dodge I would expect that you will be under the GVWR AND the GCWR.
