The truck was weighed without driver but all 125 gallons of fuel capacity topped off and the Superglide hitch mount installed. The actual hitch was not mounted, it weighs about 200 pounds.

Hmm... If your truck's GCWR is 23,000 lbs. and the GVWR is 9,900 lbs., that doesn't leave you much available payload to tow a fifth wheel. According to RV Tow Check, using those numbers, your fifth wheel tow capacity could be just 9,100 pounds.
