Two things.
Texas CHL is valid with your Escapees Livingston address.
With the Livingston address you only have to get your vehicles safety inspected, as long as you get them inspected in a county that doesn't require environmental inspections. It's a bit of a sore point for me because when I returned to Texas after a year on the road I landed in Houston and therefore, even with a Livingston address, I had to get both safety and environmental inspections. Nobody would inspect my 33' class A coach because it didn't fit in their teeny inspection bays. It was a royal pain in the patootie! I finally crossed my fingers and drove my coach, with expired plates and sticker, to San Marcos where I finally was able to obey the poorly thought out law. Since I live full time in my RV I'm seriously thinking of becoming a South Dakota resident next year.
