Having worked as management for a hotel chain or three can't think how that would pass the operating or hotel company's notice. All are in the business of making money and the accounting dept and/or CPAs would pick up such an income anomaly quick fast and in a hurry. Ipso facto, new manager, at the hotel, who is on the team.
Another possibility is the garage is leased to an outside company that the hotel has no control of on this level. Perhaps this company might find your idea profitable.
