As far as I know there are no National Forest, BLM or Corps of Engineers campgrounds in Maryland. The only National Park Campgrounds for RVs that I am aware of are
Catoctin Mountain near Frederick and
Greenbelt near Washington DC. Greenbelt does not have any hookups, but does have a dump station.
There are not that many Maryland State Parks with campgrounds. Not all of them allow pets and the ones that do only allow them in certain sites if that is an issue for the OP. Maryland does have a $10 senior pass that is available to non-residents and provides a 50% discount Sunday through Thursday.
The Free Campsites Website doesn't show much other than parking lots.
Boondockers Welcome looks like it has members in four locations.
