There was quite a fuss a couple of years ago when the Forest Service proposed to change the rules regarding discounts for concession contractors running campgrounds. At the time, National Park Service campground concessionaires could give discounts to pass holders but were not required to and many did not. Some gave smaller discounts and some like in Grand Teton NP gave a discount outside of peak season. The Forest Service contracts required the 50% discount. I did not keep up with what the final outcome was.
