I think they were suggesting that if you are on a limited plan and you want to download some large files like a system update or maybe a movie, you could go to somewhere like a Lowes or Home Depot and use their WiFi to not bust your bandwidth monthly limit. I don't think it's a good everyday solution, but it might be a good solution for occasional large files. In fact it would be interesting to know what businesses or government agencies provides some of the best free WiFi.
