Your post is right on. We traveled with three dogs for years. We were never turned away from a park with three dogs.
We always called ahead, asked for permission, and let the park know the breed BEFORE going there.
We still travel with three people. One is mentally disabled. We have never ever paid an "extra person" charge either, after explaining that our third person will not use any facilities. This is done at check in or prior to our arrival.
The truth is always better.
