besides boondocking? did you go to the boondocking forum and check in with them? there could be a few areas they can recommend that has some hookups that might be more remote and allow 8 pets.
did you try the dog forum? the doggie people sure know where a cg or more remote area where a passle of little rescues can be taken and not have problems.
boondocking mostly is what I see in your future. most places won't allow 8. they got rules around for every single thing in this life, I never saw 'unlimited' pets in most parks as a rule :)
