As full timers we can decide when and where we stay. If a park does not suite us we never go back. While traveling in California this summer one park made a big deal out of their requirement to wear a helmet while on my bicycle. I did not wear a helmet when I was 12 years old and I don't wear one when I am 62 years old. We won't go back. If a CG allowed someone with 8 dogs to camp next to me I would probably leave and not go back.
To the OP: Campgrounds provide a service that you are paying for. If you want to travel with 8 dogs, or 15 monkeys and a lion, just use CG's that go along with your program. If they have rules you do not like than don't try to skirt the rules or complain about them, just don't give that CG your business.
