That may be their reasoning, but if they allow you to live there 9 months of the year, then by anyone's definition, that is your permanent residence. Taking a 3 month trip in your RV doesn't change that.
Call the DMV, the county voter registration, the IRS or any other agency and ask them where your primary residence is if you live in that park model address for 9 months each year, but have a mail drop for your mailing address.
