Depends on the state. Indiana has a data base of every valid street address in the state, by county. Our UPS mail box address is not in it. They also require two documents with your name and address on it: bank statement, electric bill etc. We were able to use our owner owned campsite as our legal address after jumping through some hoops. Was short lived though as we bought a Park Model in Arizona which is now our legal address. By the way Arizona did not require ANY documents with our name and address on it when we got our licenses, registrations and titles transferred from Indiana.
