Hi,
It would be more difficult for a couple under 55 to find a resort in those towns than someone over 55. I had difficulty in Mesa AZ, but when the owner found out that I could fix his broken A/C he ignored my 12 year old RV and did not ever ask my age. I did not have any kids, and that is mostly what the parks do not want. Many of the over 55 crowd is looking for a quiet place to relax, not a bunch of screaming kids riding bikes all over, and not paying attention while walking around moving cars, and walking behind them while they back up.
For Tucson, I might suggest Benson AZ, where there is a Escapee's RV park. Escapees.com You do not need to buy a lot, but can stay a couple of weeks for a very low cost. It is a slightly higher elevation, and thus cooler in the spring.
